As the given sentence is an Interrogative sentence, in Passive form also, the sentence will be Interrogative. As the subject would become the object in passive form, so arrangements will go with have and not has. Only two use it. The only difference between the two is the placement of ‘all’. It is wrongly placed in option (a) and makes the sentence ambiguous in meaning. Therefore we choose option (c) as our answer choice.
